Strategic Purchaser -- IT Software

Our client is one of Germany's most prestigious federal government enterprises, responsible for critical national security and digital identity infrastructure. Berlin-based, highly stable, and one of the most sought-after contractors in the market.

They are looking for a Senior Strategic Purchaser with deep expertise in IT software procurement to take ownership of category strategy, tender management and supplier development across their IT software portfolio.

This is a senior role for someone who has spent at least five years doing strategic IT software procurement --- not general purchasing, not IT hardware. The focus is software licences, vendor management, tenders and category strategy in a complex, regulated environment. Public sector procurement experience is a strong differentiator.

The role involves:

• Formulating and implementing commodity strategies for IT software procurement aligned with company KPIs
• Leading procurement tenders end-to-end as the responsible person
• Coordinating contract management across the supplier base
• Supplier management including visits, development and relationship ownership
• Conducting market analyses on IT software suppliers and emerging trends
• Acting as subject matter project lead in cross-functional procurement teams
• Preparing decision papers and management presentations for senior stakeholders

Mandatory requirements:

• Minimum 5 years of professional experience in strategic procurement
• Minimum 5 years specifically in IT software procurement --- general procurement is not sufficient
• Demonstrated experience leading tender processes as the responsible person
• German C1 minimum --- mandatory
• One personal reference from the past 36 months required with submission
• Berlin-based or able to commute --- minimum 51% on-site required
• Equipment must remain in Germany

Strong differentiators:

• Public sector or government procurement experience
• SAP in a procurement context
• Economics or technical degree
• Product and market knowledge in IT software

Package:

• €70,000pa
• Berlin --- approx. 2--3 days home office per week
• AUG contract, 35 hours per week
• Start date ASAP (latest 01 July 2026)
