BBK-2025-042 - Referentin/Referent (m/w/d) für strategische Kommunikation in Berlin
About the BBK
The BBK is the federal government's leading agency for national crisis management in Germany. We ensure the quality of crisis management in a central coordinating role with federal, international, and cross-sectoral partners. In light of this task, our interdisciplinary team is constantly growing. We are looking for dedicated professionals who want to make Germany more crisis-resilient with us.
We are looking for a qualified candidate (m/f/d) for strategic communication with a focus on speeches and as a deputy press spokesperson, for a fixed term until December 31, 2026. This position is classified under pay group E 13 TVöD (Bund) and is located in the S.3 "Executive Support Berlin" department at the Berlin duty station.
Responsibilities of the Department
The demands for population protection have increased enormously in recent years. To adequately meet the societal task of civil protection, forward-looking topics in this area must be strategically positioned and tailored to specific target groups. The S.3 "Executive Support Berlin" department plays a key role as the BBK's representative in Berlin and is to be expanded into a department for strategic communication in the future. The colleagues there deal with strategic issues of overarching importance and advise the authority's management, particularly on prominent matters.
Your Responsibilities
Speechwriting for Executive Management
-- You will write lectures, speeches, and welcome addresses for the executive management, taking into account governmental requirements and current political and social developments. You will work closely with the specialist departments and choose appropriate language to place our messages in a context- and audience-oriented manner.
Content Design of Public Relations
-- You will write press releases, statements, and independently answer press and interview inquiries. You will translate complex contexts and technical topics into audience-appropriate language and coordinate joint messages with internal and external stakeholders. You will keep an eye on the media landscape and identify acute and potentially relevant occasions and opportunities to showcase BBK topics.
Handling Press Appointments
-- As part of the team, you will conceptualize and organize press conferences, media appointments, and events, thereby providing important impulses for the public perception of the BBK and its topics. You will also accompany the executive management at press appointments.
Your Profile
-- You have completed a scientific university degree (Master's or Uni-Diplom), preferably in communication science, political science, journalism, German studies, or administrative science. -- You have already gained experience in a responsible position in public relations, ideally in a supreme or upper federal or state authority. -- You have demonstrable experience in writing speeches and statements for political or governmental executives. Ideally, you have completed training, further education, or a course in professional speechwriting. Please also send suitable work samples with your application. -- Our terms and jargon in civil protection do not deter you. You enjoy quickly familiarizing yourself with complex topics and explaining them understandably. You have political understanding and an interest in social issues. -- You enjoy working in a team and find it easy to maintain an overview even in a diverse range of tasks. Excellent communication skills and a confident and engaging demeanor complete your profile. -- You have excellent German language skills (written and spoken, comparable to C2 according to GER) and possess knowledge of English (B2 according to GER). -- As our tasks are security-relevant and event-oriented, we absolutely require your willingness for an extended security check and to participate in the BBK's crisis organization. -- From your previous work, you know that the task involves occasional business trips and sporadically requires work outside of classic office hours, and you are willing to do so.
Our Offer
-- Further Training: We naturally support you through targeted personal and professional development. -- Flexible Working Hours/Part-Time/Remote Work: You will shape your working hours individually within our regulations and in agreement with your team. You are not tied to fixed core working hours and also have the option to work remotely up to 60%. We are happy to arrange a part-time model tailored to your needs. -- (Germany) Job Ticket: Protecting the environment and climate is important to us. We offer a job ticket for your commute using public transport and cover a portion of the costs. -- Relocation Assistance: If you do not currently live within our catchment area and a move is necessary for your position with us, we may support you with separation pay, relocation expenses, and housing assistance.

Therefore, we welcome applications from people of all genders and nationalities. -- Equal Opportunities for Women and Men: We have set this as our goal.
