The Role
We are seeking an exceptional Senior Policy Adviser to strengthen our growing practice focused on key materials in Germany and the EU. In this senior position, you will serve as a trusted strategic partner to our clients, delivering high-impact policy analysis, stakeholder mapping, regulatory forecasting, and government affairs strategies --- with a particular emphasis on the German political and regulatory ecosystem, its influence within the European Union, and the coordination of key materials policies between the US and EU, including responses to dependencies on China.
Key Responsibilities
- Monitor, analyse and interpret German federal and state-level policy developments on key materials (including BMWK strategies), EU legislative processes (notably the Critical Raw Materials Act, Green Deal Industrial Plan, Net-Zero Industry Act, and related initiatives), US policies (such as the Inflation Reduction Act and recent critical minerals coordination efforts), and their implications for clients across key sectors (e.g. energy transition, batteries, electric vehicles, advanced manufacturing, defence, and supply chains)
- Develop and maintain senior-level relationships with policymakers, ministerial officials (BMWK and others), Bundestag members, party staffers, regulators (e.g. BNetzA, BaFin), think tanks, industry associations, and EU institutions in Berlin and Brussels
- Produce high-quality, concise intelligence products: policy briefs, scenario analyses, regulatory impact assessments, stakeholder mapping, geopolitical risk evaluations (with focus on US-EU alignment and China-related supply risks), and executive-level presentations
- Lead client advisory projects, including horizon scanning, legislative tracking, political and supply chain risk assessments (particularly regarding China dependencies and diversification efforts), and advocacy strategy development
- Collaborate closely with our international team (London, Washington, Singapore, Brussels) to integrate German/EU/US key materials insights into global client strategies
- Contribute to thought leadership through internal research, client workshops, and occasional external publications or speaking engagements on key materials security
Your Profile
- Advanced university degree (Master's or PhD) in political science, law, economics, international relations, European studies, resource policy, or a related field
- 8 years of relevant professional experience in public policy, government affairs, regulatory affairs, or strategic consulting --- ideally with direct exposure to German federal politics, EU institutions, and/or key materials/critical raw materials supply chain issues
- Deep understanding of the German political system (Bundestag, Bundesrat, federal ministries, Länder), coalition dynamics, and Berlin policymaking culture, combined with knowledge of Germany's raw materials strategy and dependencies
- Strong expertise in EU policy-making processes and key dossiers (Critical Raw Materials Act, Net-Zero Industry Act, Green Deal, supply-chain due diligence, circular economy targets for extraction/processing/recycling)
- Solid knowledge of US critical minerals policies (e.g. Inflation Reduction Act provisions, recent ministerial initiatives, and bilateral/multilateral coordination with the EU) and transatlantic efforts to reduce reliance on China for key materials (e.g. rare earths, lithium, cobalt, graphite, nickel, copper, and processing dominance)
- Proven track record of building and maintaining high-level stakeholder networks in Berlin and/or Brussels, preferably including actors involved in key materials security and international partnerships
- Exceptional analytical, writing, and presentation skills --- able to distil complex policy, geopolitical, and supply chain issues into clear, actionable intelligence for senior executives
- Business-level German (C1/C2) and fluent English; additional European languages or Chinese are an advantage
- Strategic mindset, intellectual curiosity, discretion, and the ability to thrive under tight deadlines in a fast-moving geopolitical environment
