ROLE OVERVIEW

The Legal and Business Affairs Executives play a key operational role in the administration and management of Screen Ireland's legal and business affairs, with a particular focus on funding contracts and associated compliance requirements. Reporting to the Head of Policy, Legal and Business Affairs, the roles support the end-to-end management of contractual processes across feature film, television, animation, documentary and other audiovisual funding streams.

The roles involve drafting and negotiating agreements, monitoring contractual and financial commitments, supporting internal workflows, and contributing to the consistent and compliant delivery of Screen Ireland's funding programmes. Working collaboratively with internal teams and industry stakeholders, the postholders will manage a high volume of complex legal and business matters in a fast-paced public-sector environment, supporting both day-to-day operations and broader strategic initiatives.

FUNCTION OVERVIEW

The Legal and Business Affairs function at Screen Ireland provides strategic, operational and advisory legal support across the organisation's funding, policy and corporate activities. The function is responsible for ensuring robust legal governance, regulatory compliance and risk management in relation to Screen Ireland's development, production and distribution supports across the audiovisual sector.

The function oversees the negotiation, drafting and administration of funding agreements, the management of contractual and financial obligations, and the development and application of legal policies and frameworks aligned with legislative requirements, public sector standards and industry best practice. It works closely with internal stakeholders and external partners to support the effective delivery of Screen Ireland's strategic objectives, while ensuring adherence to data protection, confidentiality and ethical standards.

JOB GRADE / REPORTING LINE

It is anticipated that in order to have the required skills and competencies, the Higher Executive Officer posts will be at the First Point level.

REPORTING LINE(S)

These roles report directly to the Head of Policy, Legal and Business Affairs, and work with internal stakeholders to ensure effective coordination, communication, and delivery of executive priorities. Reporting arrangements may be reviewed periodically to reflect organisational needs.

KEY RESPONSIBILITIES

  • Draft, negotiate, administer and manage funding agreements across Screen Ireland's funding programmes and schemes, supporting development, production and distribution activity across feature film, television, animation, documentary and the wider audiovisual sector.
  • Support the Head of Policy, Legal and Business Affairs and wider Screen Ireland teams by providing timely legal and business input on workflow queries, contractual matters and project-specific issues.
  • Support the Head of Policy, Legal and Business Affairs and relevant internal stakeholders by providing legal and business affairs input on project workflows, contractual timelines, scheduling of agreements and the resolution of legal or financial complexities.
  • Monitor and support the management of payment schedules and contractual milestones across funded projects, ensuring alignment with approved funding decisions, contractual obligations and internal financial controls.
  • Monitor, track and support the management of contractual and financial obligations associated with funded projects, including payment schedules and compliance milestones.
  • Contribute to the development, review and continuous improvement of legal and business workflows, templates and processes to enhance efficiency, consistency and governance.
  • Ensure compliance with relevant legislation, industry regulations, public sector requirements and internal policies across all contractual and business affairs activity.
  • Assist in the delivery of strategic legal and business initiatives, including policy development, process improvement and organisational projects aligned with Screen Ireland's objectives.
  • Liaise effectively with internal stakeholders, external legal advisors, production companies and other industry partners to support smooth contractual processes and mitigate risk.
  • Maintain accurate records and documentation in line with governance, audit, data protection and confidentiality requirements.
  • Undertake such additional duties as may be assigned from time to time, consistent with the role and to support the evolving needs of Fís Éireann / Screen Ireland.

The postholders will contribute flexibly across the team, supporting colleagues with activities aligned to the Higher Executive Officer grade. This collaborative approach ensures opportunities for shared learning, role development, and responsiveness to team priorities.

KEY REQUIREMENTS ESSENTIAL

  • A minimum of three to five years' relevant experience in legal, business affairs, contracts administration, regulatory compliance, or a comparable professional role within a complex or regulated organisation.
  • A relevant third-level qualification (Level 7 or higher on the National Framework of Qualifications) in law, business, finance, public administration, arts management, related discipline, or equivalent relevant professional experience.
  • Demonstrated experience in drafting, reviewing, negotiating and administering contracts or formal agreements, with a strong focus on accuracy, compliance and risk awareness.
  • Proven ability to manage multiple complex workstreams, deadlines and competing priorities in a fast-paced environment.
  • Strong analytical and problem-solving skills, with the capacity to identify legal or contractual risks and support practical, compliant solutions.
  • Excellent written and verbal communication skills, including the ability to prepare clear contractual documentation and communicate legal matters effectively to non-legal stakeholders.
  • High level of organisational skills and attention to detail, with experience maintaining accurate records and documentation in line with governance, audit and data protection requirements.
  • Demonstrated ability to work independently and collaboratively, exercising sound judgement, discretion and professional integrity.

ROLE DETAILS AND TERMS

  • This position is at the Higher Executive Officer level and is remunerated at €58,847 per annum. This role will be filled in line with Public Pay Policy at the first point of this Salary Scale unless the successful candidate is appointed from an existing public sector role. Application of 1 August 2025 pay adjustments.
  • This is a full-time permanent position.
  • The successful candidate will be required to sign the Screen Ireland Code of Conduct.
  • The role will have a 6-month probation period.
  • The person will report directly to the Head of Policy, Legal and Business Affairs.
  • The post will be based in Dublin or Galway.
  • Annual leave (excluding bank holidays) of 29 days.
  • Start Date as soon as possible.

DESIRABLE ATTRIBUTES

  • Knowledge of the Irish public-sector or state-agency operating environment, including governance, accountability and policy frameworks.
  • Experience supporting or contributing to briefings, submissions or contractual materials for senior management, Boards or Government Departments.
  • An understanding of the Irish audiovisual, screen, cultural or creative industries, including production and development processes.
  • Experience engaging with external legal advisors, production companies or industry stakeholders in a professional or contractual context.
  • Awareness of Screen Ireland's cross-cutting priorities, including Equality, Diversity and Inclusion, Sustainability and Nationwide Development.
  • Proficiency in the Irish language.
